Loop 303 is the West Valley's outer freeway. It runs about 35 miles from I-10 in Goodyear, north past Glendale and Surprise, and east through Peoria to I-17 in north Phoenix. It passes some of the metro's largest new logistics sites. Freeways and exits

• Loop 303 is a West Valley freeway of about 35 miles. It runs from I-17 in north Phoenix to I-10 in Goodyear and serves Surprise, Peoria, Goodyear and Phoenix, with interchanges at Lake Pleasant Parkway, El Mirage Road, Grand Avenue (U.S. 60) and Bell Road.
• The Loop 303/I-10 system interchange in Goodyear was built in phases. The large north half was finished in 2014.
• In Surprise, ADOT calls Loop 303 the Estrella Freeway where it meets U.S. 60 (Grand Avenue). Short-term fixes at that interchange (added lanes, turn lanes and signal timing) were finished in February 2026. A new Loop 303 interchange at 155th Avenue, with ramps crossing the BNSF tracks, is planned to start construction in 2028.
• At the north end, Loop 303 meets I-17 at Sonoran Desert Drive. Drivers now exit I-17 and go through a signal to get onto Loop 303. ADOT is building direct freeway-to-freeway ramps there, including a flyover from northbound I-17 to westbound Loop 303.
• South of I-10, ADOT began building a new stretch of Loop 303 in Goodyear in June 2026. It runs from Van Buren Street south to MC 85 and replaces Cotton Lane. It will have three lanes each way to Lower Buckeye Road and two lanes each way south to MC 85.

Warehouse, industrial and freight areas

• PV|303 in Goodyear is a 1,600-acre business park on both sides of Loop 303, reaching from Thomas Road north to Camelback Road. Tenants named in coverage include REI, Dick's Sporting Goods and Ball Corporation.
• Industry coverage describes PV|303 as sitting where I-10 meets Loop 303. It lists Boeing/XPO, HD Supply, Sub-Zero, Daimler and Fairlife as occupants, and says the park is planned for more than 20 million square feet at buildout.
• Camelback 303 is a planned logistics park in Glendale on the west side of Loop 303, between the Camelback Road and Bethany Home Road interchanges. It was announced as a joint venture of Merit Partners, First Industrial Realty Trust and Diamond Realty Investments, planned for about 9 to 10 million square feet of industrial space.
• Park303 covers 265 acres along the east side of Loop 303 at Glendale Avenue and was developed by Lincoln Property Company.
• TSMC's semiconductor plant is near I-17 and Loop 303 in north Phoenix. ADOT officials cited TSMC and nearby growth as the reason for the I-17/Loop 303 interchange project.

What local conditions do to trucks here

• ADOT is spending $129 million to build direct I-17/Loop 303 ramps and widen Loop 303 from two to three lanes each way between I-17 and 51st Avenue. The work began in early 2026 and is expected to finish in 2028. Widening west to Lake Pleasant Parkway is also planned.
• Starting September 9, 2026 and running into October, westbound Loop 303 is narrowed to one lane between I-17 and 43rd Avenue. ADOT suggests exiting I-17 at Dove Valley Road, going west to 43rd Avenue, then south to rejoin westbound Loop 303. Expect backups on the northbound I-17 exit to Loop 303/Sonoran Desert Drive.
• In December 2025, ADOT opened a second lane on the northbound I-17 off-ramp to Loop 303 to ease afternoon backups.
• Construction of the Loop 303 extension south of I-10 (Van Buren Street to MC 85) in Goodyear began in June 2026 and is expected to take about four years. It costs more than $300 million, and Cotton Lane traffic is being moved to a temporary frontage road.
